PREAMBLE
All playing rules are covered by the Canadian Hockey Official Playing Rules, CHA regulations, ODHA and ODMHA Rules and Regulations. All Teams must adhere to the ODMHA “Code of Discipline”. In addition the following Rules and Regulations will apply.
a) The Lanark Carleton League may consist of Tier “A”, "B" and “C” House league teams and of Tier "B" Competitive teams.
b) Divisions may consist of Novice, Atom, Peewee, Bantam, Midget and Juvenile.
2) ELIGIBILITY, CONDITIONS AND PROCEDURES
a) Players’ names must appear on the team list or affiliate list to be eligible to play in the League. Affiliate players must be marked “AP” beside their name on the game sheet.
b) The use of ineligible players in a game shall result in the game being forfeited with a score of 1 to 0 to the other team. Players under suspension are ineligible.
c) Requests to play at a lower age level:
i) Request must be submitted in writing no later than the November League meeting.
ii) A $25 cheque made payable to LCMHL must accompany the request (no refund will be given).
iii) Request must include Association approval, name of player, birth date, reason for request, players sweater number. A minimum of 3 ice teams when the player can be seen (one ice time must be a scrimmage).
iv) Player should be seen at his/her appropriate age group.
v) Evaluator must be notified 24 hours in advance if player is unable to attend the specified ice times.
vi) Player requests must be approved by the League President and District 4 Council.
a) The League schedule will consist of the number of games, depending on the number of teams in each division or determined by the Directors.
b) Associations will submit game times as requested for each of their teams at the first September league meeting with no less than 15% of times being on weekdays (Monday to Friday). Weekend times shall start no earlier than 8:00am and weeknight times no earlier that 6:00pm. Novice start times shall be no later than 7:00pm, Atom and Peewee times no later than 8:00pm, Bantam times no later than 9:00pm, and Midget times no later than 9:30 pm. To accommodate teams where travel is an issue please schedule sensibly and to the best of ones ability.
4) CANCELLING OR RESCHEDULING GAMES - LEAGUE AND PLAYOFF
a) No game may be rescheduled without the written authorization of the appropriate League Statistician. Request for change in writing must be made at least 14 days in advance and must include the reason. No team may change more than three (3) game times in a season. A team that has permission to change games may then use one of two methods:
i) A team requiring a change may find another team from the remaining schedule to take their place and they in turn will take their place. The opponents must be notified.
ii) Games can be rescheduled only after an appropriate replacement time is accepted by both teams. If the home team requests the change they (the home team) must offer the visiting team two reasonable alternative times. Teams requesting a change with another team must do so at least ten days (preferably longer) prior to the originally scheduled date. A team may not unreasonably withhold their concurrence to a requested change and must respond within two days. Disputes will be resolved by the appropriate League Statistician, who should be notified by the requesting team if the game has not been rescheduled within five days. Games not rescheduled properly may result in no points being awarded.
b) Other games rescheduled for convenience purposes (tournaments, school exams, etc.) by a team or association ice scheduler can only be done so after an appropriate replacement time accepted by both teams has been agreed. If the home team requests the change they (the home team) must offer the visiting team two reasonable alternative times. Teams requesting a change must do so at least ten days prior to the originally scheduled date. A team may not unreasonably withhold their concurrence to a requested change and must respond within two days. Disputes will be resolved by the League’s Vice President. Games not rescheduled properly may result in no points being awarded.
c) Games cancelled due to inclement weather or other unavoidable environmental circumstance must be rescheduled as soon as possible. The home team shall offer the visiting team two reasonable alternative times. If neither is acceptable the game shall be rescheduled by the League Vice President.
d) When a team fails to appear for a league or playoff game (scheduled or rescheduled), without proper notification, and/or if the game is not played due to lack of officials or facilities; then the (team or) association at fault will be responsible for all reasonable expenses involved to a maximum of $75 (subject to approval of the League Executive). Proper notification being at a minimum of 4 hours before game time and personally to one of each of the team’s officials, the home association’s ice or referee scheduler, or home association’s League representative.
e) When a team fails to appear for a league or playoff game (scheduled or rescheduled), or when a game cannot be rescheduled due to whatever circumstances then the matter will be referred to the League President. The League President must report the decision to the League Executive at the next meeting. Consequences for failing to appear may include but are not limited to: suspension of team officials, suspension of team from further league play, loss of points, and fines.
5) ASSIGNMENT OF GAME OFFICIALS
ALL OFFICIALS SHALL BE ASSIGNED AS PER ODMHA & CHA RULES.
a) House League Teams:
Novice & Atom (all levels) - 2 man system
PeeWee, Bantam & Midget (all levels) - 3 man system
Under the 2-man system, one official MUST have one year of experience.
Under the 3 man system, Linesmen may be Level I officials but the referee MUST be a Level II. Level III referees are recommended for all Midget and Juvenile games.
b) Officials MUST be at least the next age level higher, but preferable two age levels higher than the category they are working.
c) Immediate family members CANNOT act as a referee for a family member’s game as per CHA rule 41 “The referee and linesmen shall be thoroughly impartial parties”.
d) All Associations MUST file a list of their referees/officials with the League President before or at the November meeting of the League. This list will include names, certification level, certification number, address and phone number. Failure to supply the list may result in the League levying a fine not to exceed $50.00 to the offending Association.
e) If the correct number of officials does not show for a game, then only if the coaches agree may one official be used for a two man system, or two officials be used for a three man system. The coaches must be informed prior to the game of this situation. If they do not agree then the game is not to be played. Once the game has been played with the lower number of officials, the game may not be appealed or protested for any reason caused by a lower number of officials.
f) The home team/association is responsible for officials. If they have a rescheduled game they must contact their association’s referee scheduler to ensure that officials will be present. Statisticians must report to the League Vice President any game in which insufficient officials showed up. Any scheduled or rescheduled game that has no officials or insufficient officials will result in a $150 fine being levied by the League’s Vice President to the offending association, there will be no warnings. Fines must be reported by the Vice President at the next League meeting.
a) Game sheets MUST be made out in sufficient copies so that the visiting team can receive a copy. The original MUST be faxed immediately after the game where there is access to a fax machine or mailed within 24 hours.
b) Any game sheet not received by the appropriate Statistician within 3 working days of the scheduled game will result in the team’s association being assessed a $25.00 fine. The fine must be reported by the Statistician at the next League meeting.
c) All game sheets MUST be filled out properly, with the game number in the right hand corner and verified by the coaches, BEFORE the referee affixes his signature. If a game sheet requires corrections the referee must make it available within 30 minutes of the games conclusion to both teams.
a) Game protests should be phoned in immediately to the League President by the coach of the team and MUST be submitted in writing by the President of the Association protesting within seventy-two (72) hours to the President of the League. The rationale for the Protest MUST be clearly expressed in writing.
b) A cheque in the amount of two hundred and fifty ($250.00) dollars made payable to the Lanark Carleton Minor Hockey League must accompany the protest. The amount will be refunded if the appeal is won.
Associations have seventy-two (72) hours after the decision has been announced to appeal the said decision to the proper authority. All appeals must be in writing and be accompanied by the appropriate fee.
a) All equipment must conform to CHA/ODMHA rules.
b) All players, whether injured or not must wear a helmet on the bench or in the penalty box.
a) All team officials and players are subject to the ODMHA Code of Discipline.
b) For any team that receives 50% more penalty minutes than the average in their division, the League President will notify the team and the association. If the team’s penalty minutes with respect to the division’s average does not reduce then the Coach and Team may be subject to disciplinary action from the League’s President or the league’s discipline and appeals committee.
c) Any Peewee team receiving more than 10 penalties in a game will have their coach suspended for one game. Any Bantam team receiving more than 12 penalties in a game will have their coach suspended for one game. Any Midget team receiving more than 15 penalties in a game will have their coach suspended for one game.
d) Any player receiving his/her 4th penalty in a game shall be ejected from the remainder of that game. The score keeper shall notify the referee of any player receiving his/her 4th penalty in a game.
e) Any player or team official receiving a fighting penalty, game misconduct, match penalty or gross misconduct shall not be allowed to return to play in the LCMHL until there has been an acknowledgement by the Association of the infraction of the player/team official and association has occurred and a report has been received from his association representative explaining the player’s/team official’s actions and a recommended term of suspension. All penalties are subject to at least the minimum required by the ODMHA
f) Teams shall shake hands after the game - coaches should remain at their benches. Coaches must stress the importance of sportmanship. Any player or member of a team staff that receives a game misconduct after the handshake process has started will receive a minimum 3 game suspension. Any player or member of the team recieves a 10 minute misconduct after the handshake process has started will receive a minimum 2 game suspension. After any team is involved in 2 such incidents during the year the head coach will receive a 2 game suspension.
a) The ODMHA Code of Discipline will be adhered to for all penalties. The League may impose further suspension if it determines that a further suspension is warranted. Coaches are to ensure an offender serves the appropriate suspensions.
b) The Referee of the game is responsible to complete the game sheet and describe any incident fully on the Game Incident Report, and forward to the League President by fax or mail immediately.
c) The coach must notify the League President and his Home Association President of all suspensions being served by his players or team officials within 24 hours of the incident. This applies to all games: league, tournament, and exhibition. A copy of the game sheet showing the suspension being served may be requested by the League Official. Failure to report may result in further disciplinary action.
d) Further to the Code of Discipline set out by the ODMHA, the Lanark Carleton Hockey League shall impose additional game suspensions equal to the number of games administered by the ODMHA Code of Discipline for: fighting, instigator and aggressor penalties.

In order to maintain rink schedules and uniformity, the following must be adhered to and should be posted in all time boxes.

All games will consist of two (2) ten minute STOP TIME periods, and one (1) twelve minute STOP TIME period (third). The running clock shall be set for fifty (50) minutes and started at the beginning of the time slot. If the clock cannot be started at the beginning of the time slot then it shall be adjusted to the remaining time left in the slot and started immediately. Once started the running clock shall not be stopped. The game ends whenever the first of the following happens: the third period ends, the running clock expires, or the arena staff ends the time period. Some Midget or juvenile House games may consist of three (3) fifteen minute STOP TIME periods. The running clock shall be set to 80 minutes when the ice is ready or adjusted to the time available. The determination of Midget/Juvenile times to take place at the August meeting. All rinks must have a visible clock that shows the running time. |

Warm-ups should be limited to a MAXIMUM two (2) minutes in order that the game is completed within the allotted time. Teams should shake hands after the game – coaches should remain at their benches. Coaches must stress the importance of sportsmanship. Any player or member of team that receives a 10 min misconduct after the handshake process has started will receive a min 2 game suspension. TIMEKEEPERS should:
- Sound the buzzer after the ice is cleaned to inform teams the ice is available for warm up.
- Sound the buzzer two (2) minutes after the commencement of the scheduled ice time, to signal the end of the warm-up period. Teams should put out their starting lines and the remainder retire to their bench.
- Ensure play starts no later than five (5) minutes past the commencement of the scheduled ice time. Warm up time may have to be reduced if teams are late. At the start of the 3rd period, inform the referee, who in return will inform the coaches, of any time change in the period.

LEAGUE GAME COMPLETION - A game will be considered completed once the five minute stop time mark of the second period has passed. For Midget and Juvenile games it will be the seven and one half minute stop time mark of the second period. Incomplete games are replayed in their entirety. |
Body checking will be played at the PeeWee, Bantam and Midget levels. If there is sufficient participation there will also be a non-body checking tier as well.
a) House league affiliation shall be in accordance with the ODMHA Minor Affiliation (Appendix ‘B’)
a) Home teams must provide an adequate number and competent off-ice officials (timekeepers, scorekeepers, etc.) for all their home games. They must be familiar with the game sheets and correctly fill out all sections, including start and stop times. They must be familiar with the timing of games as described in these rules.
b) All off-ice officials shall be at least 16 years of age.
c) The visiting team has the right to have an off-ice official in the time box, or in the penalty box as an active participant in the timekeeping of the game. If they do not choose to exercise this right, then a protest over the timing of the game will be rejected without a hearing.
d) All off-ice officials MUST be impartial. They will not subject players, team officials or referees to abusive language or actions. Similarly, they should not be subject to abusive language or actions. A participant from the opposing team in the timers box would discourage such actions and language.
If teams are tied in standings for 1st place at the end of league play, each team will receive a banner. To determine a playoff position the following tie breaker rules shall apply:
a) Most wins in league play
b) Win/loss record between the teams involved. In the event of more than 2 teams tied go to rule ‘c’
c) Difference between the total goals for and against in league play
d) Total goals scored for in league play.
i) 7 teams or less one pool
ii) 8 to 14 teams two pools (Pool 1 = odd teams; Pool 2 = even teams)
iii) 15 or more teams formats to be determined by the league no later than the December meeting.
iv) The League may at its January meeting decide to split playoff divisions into a finalist division and a runner-up division.
Regular Point System. Winner of pool is determined by most points. No overtime. In the event of ties at the end of Round One placement is determined by:
i) Most wins in round robin play.
ii) Win/loss record between the teams involved in round robin play.
iii) Difference between the total goals for and against in round robin play.
iv) Total goals scored for in round robin play.
v) Standings at the end of the regular season.
FINAL ROUND Four Point Series
i) Winner Pool 1 vs. Winner Pool 2 - top 2 teams if only 1 pool
ii) In divisions where there are finalist and consolation groupings - the top two teams in each Division advance.
iii) Home ice advantage (2 games, not necessarily the 1st game) goes to the team that placed higher in the Regular Season Standings.
iv) First team to reach 4 points wins, maximum 4 games.
v) 3rd and 4th games: Host association must supply 2 hours (2&1/2 hours for Midget) for overtime.
vi) OVERTIME is played in the 3rd and 4th games only.
vii) Overtime is played if there is a tie at the end of regulation time and neither team has reached 4 points.
viii) Teams will not change ends for overtime periods. Penalties will be served and do affect the number of players on the ice.
ix) All overtime periods will be 5 minutes, stop time, sudden death.
Period 4: 6 players (including the goalie)
Period 5: 5 players (including the goalie)
Period 6 and beyond: 4 players (including the goalie)
